Extortionate collaboration between the state of New Jersey and it’s licensed soil remediation contractors. That’s what the entire sham is all about. These«engineers» essentially have a license to steal. It’s really a glorious business model. I was selling a newly remodeled home and was told by my realtor that any buried tank must be removed. This remediation contractor lures u in with the $ 1000 estimate to remove the submerged oil tank and then tell you oil was found and the billing becomes an avalanche of contrivances. In my case I was informed that my oil tank which was abandoned and foam-filled 15 years earlier had at some point leaked whatever drops of residual oil film had been left in the tank with the foam. Lab report indicated same. Anco backhoe removed a ridiculous 20′ x ‘20’ pit of soil and the itemized billing began for everything from backhoe and baking(of the soil — which they then sell for a profit!) to my having to pay the employees salaries and the cost of the truck driver lacing his boots and starting the truck in the morning. I stood there and watched them take 3 hours to complete the job yet they billed me for a full day including anco’s cost to rent equipment they didn’t even own! Oh! And I was asked to complete a questionnaire to be submitted to the state. Anco billed me for submitting it ! Also Itemized in the bill was a line item for the use of their license to operate in the state(Whaaat!!!) My complaints about these line items went completely ignored. Of course they did. After all, the resolution of this matter was completely in their control and if I wanted my NFA letter I had better just pay. $ 16k all-in for about a tablespoon of oil leakage. I threw a dart at the yellow pages when searching for a soil remediation contractor. Do yourself a favor and get an initial contract with a fully comprehensive itemization of all possible charges and leave nothing to subjectivity in the billing.
