4 stars because it is brand new and clean. This, I am certain, will decline with time as all nail salons seems to. Also I am leery of City Nails(aka Sh&8ty nails) because the location on S. 17th Street is awful.(Do NOT get a pedi at the South 17th Street location or risk nail fungus.) Meanwhile, I visited the brand new(opened in December 2008) 20th street location yesterday and planned to only get a $ 10 mani. In addition I got a $ 6 hand paraffin treatment — while the paraffin bath was still nice and clean. The non-english speaking nail tech was very good but she did get some paraffin on the sleeve of my sweater. I had a good mani and they used Sech Vite topciat(a winner in my book) over Essie polish and no-name base coat. I also got 10 minutes of massage for $ 10 — but they had no massage chair, so I just sat at the manicure station while said non-english speaking nail tech gave me a b.s. backrub. That kinda sucked. Like I said — go now — while the pedi tubs are still clean and the service is still good. They are new. The economy is weak — so they are trying hard. Not sure how long it will last.
