This rating is a composite of a 5 star for the desk clerks who are friendly and efficient as the policies permit, a 3 star for the «welcome» desk which isn’t, and a 1 star for the website (which has incorrect data) and the policies which are byzantine at best.
As DMV offices go, this one is not to bad. If you get lucky and happen to bring the appropriate documents (because the website isn’t any help in that regard) then the desk clerks will get you through with as little hassle as possible. If you don’t get lucky (like I didn’t), they will at least make sure that the next time you come back you know what to bring.
