A horribly frustrating company to deal with. Greedy, cheap gouging. My rent went up an INSANE amount over 4 years. The noise level from loud, rude, drunk Marines below was unbearable for about 2 years, and was NEVER effectively addressed until Jessica took over. Then, when I gave notice because of a job-related move and agreeably paid $ 1895 lease termination fee early(dropped the check off almost 2 weeks before the due date), they contact me 3 days before my movers arrive to take time out of my busy schedule to deliver that fee as a cashiers check!?! I have excellent credit, always pay what is due, and you people should be ashamed for marketing Élan as a luxury community with these ghetto policies and cheap vinyl floors that are NOT glued properly and for the indifference. Before you CLOSED the onsite management office last year, noise calls were ignored, service request calls blown off and issues marginalized. Didn’t even paint my accent wall the color we discussed before move in, and I let it go because I didn’t have the time to deal with it. Now there is no onsite management at all!?! At least calls are returned now, but action is only taken on weekends and after hours for emergencies. Regular inquiries can take days to acknowledge, particularly when you notice something after hours, since they aren’t open or even staffed to support tenants on weekends. Not having a working stove for days isn’t an emergency, even though I planned to cook dinner for a friend and can’t, I get it. I bear all of the inconveniences politely and then your money-grabbing policies inconvenience me one last time by insisting I make a special trip to my bank for a cashiers check? After I paid the fee and rent early and no one scheduled my final walkthrough despite the request I sent to schedule it last week? I’m an honest person. I keep money in my bank to cover my checks. I go above and beyond to pay things on time and/or in advance, even when your systems can’t handle simple requests like how much will my monthly rent invoice will be, so I can conveniently pay before going on vacation or work travel? It’s offensive. Never had a pilot light on the heater the entire time I lived here. Sink was rusted through and never fixed. So I fixed it myself. Chipped paint and little imperfections everywhere. Bad ventilation in the bathrooms. Train runs all night. Homeless people in the laundry room. Teens doing drugs and drunks outside walking through the complex in the wee hours of the morning every weekend and all summer. A lease that is 50+ pages long. Staggering rent increases without any onsite management? Sand at the bottom of the pool because there are no showers. Tenants running indoor extension cords over stairwells to their music players at the pool while playing floating beer pong, exceeding the guest limits in the lease, and being treated by the previous manager as if I’m overreacting and they are just having summer fun? I actually had to take an afternoon off of work to go into the office during their limited office hours before she took my legitimate complaints about the other tenants noise, alcohol, and glass container violations at the pool seriously. Charging tenants convenience fees for not knowing how much their rent invoice will be because of a water/sewer/rent convergent billing system that was poorly implemented and broken for months. So both you and I have no idea what the amount on the rent invoice will be? Frequent notices that invoice amounts were sent wrong and/or that arrive later in the month than reasonable? 2nd floor Windows with no access that have never been cleaned, except by me. You people actually have decent people working for you now, but you overwork all of them and stretch your too small staff way too thin. Hire some help and staff your community like a «luxury» community ought to be staffed. Jessica does a good job, all things considered. And since you finally got some drive-by night security, noisy neighbors have improved. You have one manager for 6 Élan/PWR«luxury» properties? She does a great job given that amount of responsibility. But as a long-term tenant, you should be ashamed at the ways you treat your staff and tenants. Greedy corporate policies, 50+ pages of conflicting legal language, gross understaffing, and all the nickel-and-dime fees/fee schedules for this and that. While you live in your overdone Hawaii house that I read about in an article. For what I paid for a «luxury» apartment for 4 years, I should not have to take time out of my day to come down to your other site during business hours to drop off or pick up anything. Especially not to provide a second perfectly valid check to replace the already good one I gave to you when I received the invoice way before the due date. Turns out, the move out form and lease didn’t state a certified check policy for the termination fee, and once I drove to the off site office, they are now willing accept it. Thank you, Jessica.

do not work or live in there apts. they should be called robbery west instead of property west. they will rob you of ur money and time. i just wanna say dont waste ur time they will lie to you and the owner is so cheap he only hires mexicans cuz they dont know any better. they make you do work that should be contracted out. work you til 4:59 and will micro mange you. there so cheap they made us pay for our drinks at the christmas party. dont live at any of there property’s. i hope the owner reads this to you cheap bastard.

They took over my apartments and it has been nothing but change after unnecessary change. More worried about the outside appearance then what the residents want. You try and teach them but the front office is always closed or you get a «sorry there’s nothing I can do» response. They could care less about the residents. DONOTMOVEIN!!!

The absolute worst. Do not live at one of their properties. They GOUGE you to live here. Raised rent by over $ 130 in 10 months and have not updated a single thing. They will not respond to phone calls or emails when there is an issue. In the 10 months we have lived here we have had two leaks in our apartment and they refuse to be in touch or help us out at all. How can they expect to raise the rent so much without justification? I am very upset with my experience living here.

Very unprofessional property management company. One of their properties in got flooded and they contacted me to help them out to move some furniture from that apartment. We worked for two days packing and moving their stuff for a promise that they pay us within 2 weeks. After sending them a bill they never contacted me. I tried to call their managers but they NEVER called me back. Then in a 2 months I received an email that I won’t get paid and I should try to contact some insurance company. Of course the insurance company had no idea what I was talking about. 3 months later I visited their office to talk to Candi, the regional manager of property west inc. She told me that she is fully aware of the situation, yet couldn’t even remember when the move took place and who signed the contract. She didn’t believe that her employees signed it. Long story short, I still didn’t get paid and it’s been already 3 months. Stay away from doing business with property west inc or Alicante apartments(located in Carlsbad).
