Stumbled in here on a Sunday evening after I tried to go to Muselet for dinner but sadly discovered they were closed, along with every other restaurant within walking distance on the South Waterfront. Why is everything closed on Sunday down here?! Well we sought refuge from the cold at Frank’s. I had somehow never even seen this place before and I am down here often. I was very pleasantly surprised! It’s an adorable wine AND flower shop! They have a few snack items too, including Castlevertrano olives(my FAVE), and an interesting dish we had that was a Parmesan salsa served with crackers. The woman assisting us was very pleasant; I think her name was Monica. I will definitely come back!

New to the area and we were referred here by one of the building managers in the area. The place wasn’t very busy when we came in and no one really acknowledged we had entered the space which is pretty small. The guy working, whom I am told is the manager, just sorta glared at us which we thought was odd because we had smiles on our faces. We looked around at the wines available for purchase and he finally came over. I know my wines pretty well and the prices were outrageous. What was even more distracting is the guy reeked of cigarettes so bad we decided to leave.

Adorably hip place to enjoy a glass of wine, and even pick up a bottle. Loved the ambiance. Gentleman behind the bar was friendly, good with recommendations, and was happy to pour a taste before you committed to a glass. Seemed like a lot of regulars were strolling in and being greeted by name.

What can I say? I just love this place. It’s a sweet spot and the owners and staff are all so kind and thoughtful. I also love being surrounded by the beautiful flowers and succulents and wonderful smelling candles, all for sale. It’s a nice place to gather with friends, sip on a glass of wine and share a cheese plate together. Casual yet elegant and a lovely addition to the South Waterfront neighborhood.

I’m new to the South Waterfront area and live right across the street, and found this little gem while I was walking around checking out the neighborhood. The place itself is very inviting, with lots of wine selections and plants/flowers that they sell that also give the place a great vibe. I didn’t actually make it in for a drink for a few weeks, but once I did, I was really impressed. The cheese plate is amazing and there is a wide wine selection that mostly focuses on French wines, but has other regional wines as well. I also must say that the girl who was working there, Anna, was very sweet and helpful. The first time here wad with my sister, and we bought some baked brie(which, by the way, was amazing). They didn’t have much left, so she made sure we had some anyways, and just didn’t charge us. I will definitely be spending more time here!

Can’t say enough about this wine shop — also that it is so much more than just a wine shop! It may be our official second home! Frank Wine & Flower is inviting, warm & full of deliciousness! The owner and his wife are nothing less than spectacular. They also have wonderfully elegant cheese and meat offerings and the staff is always waiting hand and foot. Really happy to call Ezra a friend, he’s done a great job with this place.

Frank Wine and Flower has a wonderful florist/artist: Kristi. Kristi does an amazing job putting together beautiful(!) birthday and holiday bouquets for my parents who live in Portland(I’m from out of town). I tried several florists before going to Kristi. The other florists produced really typical looking bouquets. My parents rave about their flowers(and take pictures/send them to me). Kristi charges a fair price too. I couldn’t be any happier with her service. Thank you, Kristi!

Not sure where the reviews that mention poor service are coming from, maybe just an off day? I travel to Portland fairly often and whenever i do i make a point to visit Frank. Ezra and Kristi have never been anything less than attentive and hospitable. Atmosphere is pleasant and the wine selection is quite different from any wine bar I’ve been to in my local(NJ/NYC area) haunts. The wines are interesting, the service is friendly, and the overall aesthetics of the place are fantastic. If you had one bad experience I would recommend giving Frank another shot.

This place is the little French café that the South Waterfront was missing. It’s a fun place to share a bottle with friends after work, but I also like to go by myself, order a glass of wine and a cheese plate, and flip through one of their copies of The World Atlas of Wine. They also have a TV on the wall so it’s a fun way to watch a basketball game without going to a dive bar. When I first walked into this place a little over a year ago, I knew little about wine but was interested in learning more. The owner, Ezra has helped me broaden my palate through store tasting events and his recommendations, made simpler by the fact that he curates his wine inventory like a gallery owner. The selection looks small, but that is because the store is full of gems, and not all of them are expensive. I’ve had a lot more luck picking out an enjoyable inexpensive bottle of wine here than I’ve ever had at the grocery store. That being said, he knows a lot about wine, especially French wine, and he carries some exquisite options should your budget allow(he can also make custom orders). The flowers are co-owner Kristi’s forte, and she pairs traditional flowers with tree branches and thistles, leading to beautiful works of art. I had her make a custom bouquet for me recently(you can bring your own vase if you have a special one) and the result was the most visually interesting flower arrangement I’ve ever purchased. I’m happy to say that many of my friends and I are regulars here. It has made the South Waterfront feel more like a neighborhood, and I like supporting a local business. It’s our«Cheers»!

Unfriendly and cold atmosphere to be in such a beautiful location. We were excited when this place opened and were hopeful because we live in the area. When you serve wine you also need some sort of appetizers to go with it which is very limited here. They have free popcorn though which is odd.

This is a fun flower store– wine bar! It’s got lots of natural light and a nice selection of wines by the glass as well as bottles. This is a great place to pick up a house warming gift or have a glass of wine and catch up with a friend. The service is great and friendly.

We had come out to this area to do the tram and were looking for a place nearby to have a glass of wine and relax for a bit before our trek back to downtown. Using my handy dandy Unilocal app we were excited to find this place. It’s actually a cute place. kinda combo garden store/wine bar with some tables and seating. The sad part was the service was severly lacking. The gentleman at the cash register didn’t greet us and when my friend asked for a wine recommendation and asked what’s good his response was ‘not much’(?) It was very strange. As it turns out the wine selection was actually pretty decent. They obviously specialize in Franco wines and a few local wines, but it would’ve still been nice to get some assistance/input w them. The food options were very limited at best and we settled for some of the free popcorn, which although free was also stale so that was a fail. :-\ The one other thing that we found a tad bit odd was the unfriendly gentleman who served us spent most of the time seated outside smoking instead of in the store to see if anyone needed anything. Just an overall lack of service. Also, we could’ve easily taken off w some merchandise if we wanted as he wasn’t even looking into the store when he was out smoking. Not sure if he is the owner but if not, someone needs to keep a better eye on their employees. :-\

Gorgeous place, friendly staff, fabulous wines and to– die-for flower arrangements. The flower arrangements are unique, pure art. Overall a very classy place without the attitude, a breath of fresh air! A tip for all you gentlemen out there– call this place, order your gal a unique arrangement and a bottle of wine, she will not be disappointed!

Frank wine and flower is everything you would want in a local neighborhood wine and flower shop. Personable and accommodating owners that strive to both provide new and unique options to their customers while simultaneously adapting to the needs/requests of their clientele. LOVE this place. LOVE. Wine lovers, get here. Do it. Easily my favorite wine monger in Portland. Not only are they passionate about the grape, but they take care to actually know the product they stock on a level that is unsurpassed in this town. On top of their enthusiasm and knowledge, they stock things you will never, ever see elsewhere. Amazing reds from… Corsica?! Grape varieties that I haven’t seen or heard of in NYC or SF. I’d only add that it’s refreshing to have service that cares and makes the selection process almost as enjoyable as the consumption. Beyond wine, the flower selection and arrangements are pure art. Truly stellar, at prices that are incredible for the level of artistry and care involved. People who are local to the waterfront, you’re lucky bastards to have this gem near, but I’d come here from far and wide no matter.

Frank Wine and Flower was a very welcome addition to the South Waterfront. Although they don’t serve full meals, they’re a great spot to meet girlfriends after work and grab a quick bite(snacks) and a drink and catch up. I wish I could say I’m more of a wine-o and give you a rundown about the quality of the wine, but I just don’t know my ish well enough to do that. But I can tell you that they have a range of wines at a range of prices including(but certainly not limited to) very affordable glasses for people like me who just want a nice glass of red wine, and a beautiful place to sit with friends, for a reasonable price.(My mom knows a lot about wine and she said they had a really nice selection of great wines, so I’d take her word for it.) The décor is very pretty and modern without feeling cold, which leads to a nice ambience! And the staff is very friendly and helpful(they’ll give you a detailed rundown on all the wines). Welcome to the neighborhood, Frank! Cheers!

Got an awesome Tempranillo. Hito C21. They had a wide selection of reds and whites by the glass. The server helped me pick the perfect wine in a warm and informative way. They have a small menu of snacks or free popcorn to go with your glass. There are three beers available if you can’t stand good wine. Cozy industrial interior. A very large spruce in the corner with exposed ceilings and my new all time favorite wall paper. After a couple of glasses I wanted to pet it. Also lots of bottles for purchase to take with you to go. They will open one of the retail bottles for $ 10.
